About the Firm
Two generations.
One standard.
Sovereign sits at the intersection of investor and developer — the Weiss family office, led by Dr. Stephen Weiss, with the patience of permanent capital and the instincts of an operator.
Our Story
Rooted in the Southwest since the late 1970s
Sovereign Group of Companies, Inc. is the Weiss family office — led by Dr. Stephen Weiss, concentrated in commercial real estate, with roots in the Greater Phoenix market reaching back to the late 1970s. We operate across four disciplines — development, partnerships, debt instruments, and direct equity — primarily in the high-growth markets of the American Southwest.
What sets Sovereign apart is the seat we occupy. As both investor and developer, we understand each project from every angle: the land, the entitlement path, the capital stack, the construction schedule, and the exit. That holistic view — sharpened over four decades and reinforced by longstanding local partnerships — lets us unlock value where others see only complexity.
And our commitment runs deeper than asset management. We put our resources, market knowledge, and network to work building enduring relationships — because the durable returns come from the durable partnerships.

Leadership
The principals

Dr. Stephen Weiss
President & Chief Executive Officer
Dr. Weiss has led the Weiss family’s real estate investments since 1979, acquiring land and investing in commercial property across the Greater Phoenix area and throughout the Southwest. In 1998 he founded Sovereign Group of Companies, giving the Weiss family office its name.
He developed McDowell Mountain Business Park, a pioneering office and industrial-flex park and one of the largest of its kind in North Scottsdale, then kept developing and investing across the Valley: shopping centers, entertainment, self-storage, multifamily, hospitality, and more, spanning all nine asset classes Sovereign works in today. Four decades in, with investments reaching across Arizona, Nevada, and Colorado, that depth and the discipline of investing and developing under one roof is what he brings to every deal.

Macey Weiss, Esq.
Vice President & In-House Counsel
Macey Weiss leads Sovereign’s development and entitlement efforts. As the second generation at the table, he is the reason a term sheet, a zoning case, and a joint-venture agreement can all be handled without leaving the building. He joined the firm as a development consultant in 2015 and was named Vice President and In-House Counsel in 2017.
Before Sovereign, he served as Capital Advisor and Closing Coordinator at Vestmont Capital, working the capital-markets side of commercial transactions. He holds a J.D. from California Western School of Law and is admitted to the State Bars of Arizona and California.
